To make syrup:
In a saucepan, bring one cup water to boiling and stir in honey. Add nutmeg, cinnamon, and cloves, stirring thoroughly. Reduce heat and cook for about 15 to 20 minutes, stirring occasionally, until mixture is slightly thickened. Remove syrup from heat and let cool to room temperature. Remove the whole cloves and place syrup in refrigerator to chill.
To make punch:
Put the juices and the sherbet (softened at room temperature) in a large punchbowl and stir together. Add the spiced syrup and ginger ale. Serve immediately over ice.
